Experience of Health Insurance in Africa and Asia (26 Nov 2014)
The Graduate School of Public Health of Seoul National University and the WHO Collaborating Centre of Health System and Financing hosted a seminar exploring the health financing experience of Cambodia, Ethiopia and Ghana. Experts from these countries were invited to share their respective county’s experience about health financing.
The school was privileged in welcoming Dr. Megistu Bekele (the president of Ethiopia Health Insurance Agency), Mr. Nathaniel Otoo (Vice President of Ghana Health Insurance Agency), and Dr. Ros Chhun Eang (Chief of Bureau of Health Financing of the Ministry of Health in Cambodia). The distinguished guests presented very good insights about each country’s financing strategies to achieve universal coverage, the challenges it faces and its future directions.
Highlights of the presentations includes the results of the Community Based Health Insurance (CBHI) scheme in Ethiopia, which were implemented initially to 13 districts (woredas) and showed remarkable uptake of CBHI as compared to the experience of other African countries. In the case of Ghana, their direction towards expanding the Health Insurance’s income and membership base is yet to be seen, but is nevertheless something to look forward to. Lastly, the Cambodian experience in financing was presented, specifically the country’s experience in implementing health equity funds and NGO initiated CBHIs.
Ensuring sustainability of health financing schemes is the most common challenge in the three countries as presented in the seminar. Given that each of the three countries is at different phase of health financing implementation and development, they all have shown great strategies towards improving health financing sustainability and achievement of universal coverage.
